‘Corruption’ elected Portugal’s word of the year

The Portuguese word ‘Corrupção’, or corruption in English, has been chosen as the word of the year for 2014, according to an online vote conducted by publishing company Grupo Porto Editora that attracted 22,000 voters.

The publisher said the runner-up was “xurdir”, a regionalism that means “struggling to survive” and the third was the English import “selfie”, which has been adopted by the Portuguese, meaning to take a photograph of oneself.
Last year was a stage for two huge corruption cases in Portugal: The “Face Oculta”, case involving an alleged corruption ring designed to favour a business group run by Manuel Godinho, and the “Labirinto” operation, related to Golden Visas.
The end of the year also saw the detention of former Prime Minister José Sócrates, on suspicion of corruption, money laundering and tax fraud.
The winner of the word of the year competition on the web page www.infopedia.pt, “corr-upção” took 25 percent of the votes out of 10 short-listed words.

The value of the Government's program to support the Portimão Council for payment of arrears could rise to 150 million, found the CM .

The money from the Municipal Aid Fund (FAM) will serve mainly to pay the banks and to settle accounts with over two hundred suppliers, of which 27 had already advanced with court cases against the municipality.

In the list of creditors, the CM had access, included the municipal company Portimão Urbis (but extinct), the Blue Fleet Company, which operates the urban transport system in the county, and Parkalgar, owner of the Algarve International Circuit, to which the Court of Portimão approved a Special Process Revitalization.

Much of the money (91,900,000) shall be to pay to eight banks, with which the camera has concluded factoring contracts, by which the dealer said large amounts of money to companies.

The publication of the list of creditors is the first step in the application for FAM by the Portimão Council. It follows a period in which the municipality will negotiate with various suppliers to try to reduce the amount payable. If all goes as planned, the financial support of the Government will be available this summer.


Readers can vote on whether the ex-mayor of Portimao, Gonzo's boozing buddy da Luz, and others involved in this should be jailed. YES, seems to be the view of outraged citizens.

No wonder Gonzo looks ill!

He's a lying toad. IMO, of course.

It's a mark of how dim and gullible his cult are, that they actually believe his latest garbage. Does it not occur to them that there are very good reasons for Gonzo being disliked in Portugal, outside his own clique?

Has it not dawned on them that local politicians knew all about him? About the endless debts, defrauding his own brother, his being charged over his involvement in the torture of Leonor Cipriano? About the infidelity, the drinking, etc?

I'd say there were very good reasons for him not being allowed to stand as Mayor - and they had nothing to do with complicated plots involving the McCanns.

His fan club really are as dumb as rocks.

I do so agree. And how on earth could The McCanns spoil his chances of being Mayor. Throughout the entire year of his wallowing in money from his book he made absolutely no attempt to pay any of his colossal debts.

Hes a crook, and everybody knows it. And besides, they already had one of those.

Damning Portimão council audit reveals ‘several irregularities’

portimaocamaraIn what must rank as the undestatement of the year to date, an independent audit delving into Portimão’s labyrinthine financial affairs, has revealed 'several irregularities' and cites careless and sloppy management by the team under the fiscally challenged former mayor Manuel da Luz.

The report already has been sent off to the Attorney General's Office and questions will be asked as to how a council can end up with debts of €160 million with no higher authority calling a halt to its madcap spending.

The final document fills several hundred pages in which the auditors state that between 2009 and 2013, most of the council’s large spending projects were divided up into many small invoices to avoid the use of public procurement procedures which could have stopped any reckless spending from continuing.

This invoice trick is the same one used by Isabel Soares at Silves council in the Viga d’Ouro case where an enquiry later discovered that invoices for work carried out between 2004 and 2006 has each been for €4,987.98. This enabled a large contract to be awarded directly to a preferred supplier without the need for public tender as each invoice was just below €5,000.

Soares said she ‘merely signed the documents’ that authorised these multiple payments and astonishingly, was exonerated before skipping off to run Águas do Algarve.

As expected, Portimão Urbis, which was set up to run the council’s markets, transport and cultural activities, has been a financial black hole of epic proportion, sucking in ratepayers’ money at an astonishing rate so that by 2012 it had been responsible for 35% of the total municipal debt.

Portimão Urbis has since been wound up but many of its employees have been found jobs at the council, much to the incumbents' complaints.

In the case of Expo-Arade, a company 49% owned by by Portimão Urbis, and which built and ran the €13 million Portimão Arena, "this is a public-private partnership", say the auditors, adding with masterful use of language, “where the public interest was not properly addressed.”

In the years covered by the audit, the accumulated losses at the council added up to €118 million and there was not a single year in which revenue reached even 50% of target, yet the gravy train rolled on with a casual wave toward the normal financial checks and balances of local government.

The result of this audit which represents a harrowing insight into the Manuel da Luz years has been sent off by the current mayor Isilda Gomes to the Attorney General's Office, the Court of Auditors and the Ministry of Local Government.

Portimão council is undergoing an extraordinary inspection by the General Inspectorate of Finanças which is looking into Portimao Urbis.

The ex-Mayor Manuel da Luz, Deputy Mayor Luis Carito and Councillor Jorge Campos already have been arrested and accused of financial crimes and if the government audit into Manuel da Luz's period of rule is anything like the independent one commissioned by Isilda Gomes, criminal charges will have a good prospect of sticking.

Portimão's long-suffering ratepayers have been badly served by those they voted into power to look after their interests, to develop the city and to run the council's finances on their behalf in an orderly and responsible manner.

Ratepayers now are faced with a €160 million bill for a period when financial controls and council accountability were totally absent.

Thanks, Max, for the effort in finding this stuff.

That's a lot of debts, and brought about with chicanery.  What a very corrupt lot they are.  Everybody knows about the "Under 5,000" lark, so why wasn't anybody looking?

Christ, can one imagine what Amaral might have done?

I can see why he is so upset with GM for scuppering his ticket for the gravy train!

Had he been elected, I am sure the job would have worth at least a couple of million euros a year - lets see - 2009 to 2012 - say 6 million - and tax free, of course.

I can see a large writ coming up.

Gonzo was as thick as thieves with da Luz, Jean-Pierre; also, Lovely Sofa was 'employed' by these characters in some capacity - it didn't seem to involve any actual work.

It is, IMO, just a matter of time before some rather familiar names start appearing, as this vast fraud is unravelled.

No, not all of them, not by a long chalk, Pedro, so don't damn your whole nation for a few bad apples. hug

This situation can happen anywhere, when corrupt politicians get their claws into a town or region. It happened in the US, in Chicago - that city still isn't free of corrupt politicians. It's happened in a few cities in the UK, too.

It can happen anywhere greedy men manage to get into power.

bb1, I agree with you, of course I´m not doing it: "don´t damn your whole nation for a few bad apples", every tree even with good delicious apples have a few rotten ones, but even with these rotten apples, we will eat apples from that tree.

I hate nasty people like amaral, cristóvão, these ******** should be exposed publicly through newspapers, also arrested, condemned, punished very hard / painfully, as examples to others.
