Tut tut, Lily! Surely you don't believe all those nasty rumours about her and Cristovao, and there being three in their marriage? The very idea!

Anyway, I know how the Algarve Film Commission can get out of this mess! They can back hoho's opus, in which she and the rest of the numpties plan to reenact the police files - if they ever bother to read them, that is.....

They won't need to build sets or anything, they can film it all in Portimao, the Hollywood of Europe!

Amaral can recreate his role in the investigation - sitting in the Carvi Brasseri feeding his face on expenses!

We can have some unfortunate 'suspect' falling down those dangerous police station stairs, in a homage to Battleship Potemkin!

Brunty can play the drunken hack, who broadcasts any old rubbish as long as he gets his paycheck!

Yes, I can see it all now!

And all directed by the Leni Reifenstal of Toronto!

What could possibly go wrong?

Nothing at all if they forgot to actually film it. They could then have an hour and a half, or so, of blackness. Pure film noir.

A “political earthquake” has shaken Portimão as top town hall officials are arrested on corruption charges

A major scandal involving top politicians from the Portimão municipal authority and local businessmen suspected of corruption, maladministration, money-laundering and other illegal activities has been recently uncovered by the criminal division of the Portuguese police, the Polícia Judiciária (PJ).

The two main suspects are the vice-president of the local authority, Luís Carito, and alderman Jorge Campos, who have been suspended from their respective positions in the municipal authority.  

Lélio Branca, administrator of the Portimão Urbis, and Artur Curado and Luís Marreiros, administrators of Picture Portugal, are among the remaining accused.  

The five suspects went before a judge in the Lisbon Criminal Court last week for a preliminary hearing, and Carito is now in pre-trial custody until adequate conditions to place him under house arrest with electronic tagging are guaranteed.

Meanwhile, Carito, Campos and Branca are banned from carrying out any public duties, contacting other suspects or leaving the country.

Excluding the vice-president, the remaining suspects have been released on a €20,000 bail under the same conditions and are still facing possible charges. The scandal has been described by the press as a “political earthquake”.

Illegal activities carried out by the five suspects relating to Portimão Urbis, the municipal authority and other municipal companies, such as Picture Portugal, is said to be the reason behind their arrest. The licensing of some municipal construction work, such as the Portimão stadium, in which Urbis avoided going to public tender, and the Cidade do Cinema project, which aimed to turn Portimão into a movie production ‘Mecca’, are among the most serious cases, according to Público newspaper. Educational training sessions run by the Portimão Câmara that were subsidised, but did not take place, are also on the list of alleged offences.

The PJ’s operation began on June 19, when a series of raids on different locations, including the Portimão City Hall, were conducted.  

During the investigation at the home of Carito, in an event that might have been taken from a Hollywood script, Carito grabbed a paper from one of the investigating officer’s hands and swallowed it whole to allegedly conceal evidence.

One of Carito’s lawyers, Sancho Carvalho Nunes, admitted that the act of “swallowing the evidence” may have been a “crucial factor” for his conviction.

The lawyer attempted to justify Carito’s action by adding that the PJ officers surprised him in his home at 7.30am.

The suspended vice-president’s activities had already been looked into in the past by the Public Prosecutor’s Office and Social Security authorities, focusing on the funding of the Santa Casa de Misericórdia de Lagos, reported Público newspaper.

In a press release, Portimão’s municipal authority confirmed that investigations took place within the confines of the city hall, where police scrutinised various documents. According to the information provided, the police investigation is related to a process initiated in 2011 due to anonymous tips regarding the activities of Portimão Urbis.

The company is facing a desperate financial situation, and has been forced to implement a plan to cut spending by about €8 million in order to avoid bankruptcy.

Portimão President reacts

Manuel da Luz, president of the municipal authority of Portimão, scheduled a press conference for June 25 in which he made his first public statement regarding the Portimão scandal. However, the president was not available to answer questions by any of the journalists present.

Luz  said that the municipal authority of Portimão was only made aware of the suspension of Luís Carito and Jorge Campos the previous day.

“The two men in question were always worthy of my personal and political trust. That was why they were invited to join my administration and those of the municipal companies. If I had known about any kind of serious offence, I would have acted accordingly,” said Manuel da Luz.

He added that he was forced to reorganise the internal structure of the executive authority and redistribute the responsibilities of the two suspended members between the remaining aldermen.

Similarly, Luz announced a new administration board for the company Portimão Urbis, which will immediately carry out an external audit on the company, as well as continue the adjustment plan to reduce its costs.

However, he assured that “not a single cent” was transferred from the municipal authority to Urbis without legal and documentary support, and that all the contracts signed between Urbis and the municipal authority were audited by the Portuguese Institute of Statutory Auditors.

Opposition reacts

The main local opposition party (Social Democratic Party – PSD) also made a public statement in a press release, in which they said that they were not “surprised” by the events that took place.

“For the last six years, PSD Portimão has reported unexplainable facts in the municipality. Manuel da Luz owes his people an apology. His ‘Minister of Finance’ is currently detained,” said the opposition.

The Portimão municipality was described as being in a “chaotic” state due to a “damaging administration of lies and fraud,” which throughout recent years was managed like a “farm,”  according to the opposition, who also added that the time to say “enough” had come.

At the end of its statement, PSD also gave a word of comfort and solidarity to the workers of the municipality and the municipal companies, who are “not to blame for the faulty management of their bosses”.  

João Vasconcelos, the candidate of Bloco de Esquerda (Left Wing Party – BE) for the presidency of the Portimão Câmara, said in a press release sent to the Algarve Resident that the Portimão residents did not deserve a “scandal” and “embarrassment” of such proportion.

However, the candidate refused to point the finger towards the suspects, saying that everyone is innocent until proven guilty. Instead, Vasconcelos stressed that his party had not seen eye to eye over the past few years with the municipal authority’s “damaging management” and the measures put into action, such as the creation of the Cidade do Cinema. He added that he hopes this situation will not be used as an excuse for more layoffs in the municipality.

Dream became nightmare

Público newspaper reported that the cinema project was said to be a dream come true, but was destined to suffer the same fate as the numerous projects from the 1990s, which included cinema-themed parks which “never saw the light of day”, such as Sintra, Cascais and Barreiro, in the Lisbon area.

Manuel da Luz proudly announced a €3 billion investment in Portimão in 2009, which would create 7,000 jobs and 11 movie studios, starting from 2010. At the time, the authority was already in debt by €170 million. It was never announced who would finance the operation, despite promises that the investment would come from European and private funding.

The idea was hatched by non-profit association Algarve Film Commission, and then promoted by Portimão Turis, which later was taken over by Portimão Urbis.

No private funding was available, which obliged the municipal authority to make the investment of hundreds of thousands of euros. The Algarve Film Commission was hired by Portimão Turis in 2009 to conduct a cinema market study costing €120,000. However, the president of the association said that the municipal authority paid more than half of the amount, and that the association ceased to be linked to the project in 2011. “I have no idea what happened afterwards or that they had created other companies,” he told the daily newspaper.

However, the plan did not move forward and became subject to an investigation by the police. In light of these recent events, it seems the project may have reached a dead end.

Suspects’ background

Before working at the town hall, Carito, aged 56, a qualified doctor, had already been a Member of Parliament and had taken on some important positions at the Social Security services, where he became director of the Algarve regional centre and vice-president of the Social Security institute.

|| Jorge Campos

Alderman of Portimão City Hall

Campos, aged 50, an alderman of the municipal authority, was part of the administration board of Portimão Urbis with Carito in 2011, when most of the alleged activities took place.

According to the Campos’ page on business social network LinkedIn, he graduated in Management at the University of the Algarve, and worked previously at electricity supplier EDP before becoming an alderman in 2007.

Law graduate Lélio Branca, aged 45, was the administrator of Portimão Urbis and is allegedly personally close to vice-president Carito. He was elected by the Socialist Party (PS) as a member of Portimão municipal assembly. Besides teaching several law courses at private university Manuel Teixeira Gomes Institute in Portimão, he also took up several positions linked to the monitoring of charity associations over the years.

Former Portimão deputy mayor Luís Carito has been placed under house arrest and must wear an electronic tag, after two weeks in custody on charges of corruption, maladministration, money-laundering and other illegal activities.

Carito was being held at the prison establishment next to the Polícia Judiciária (PJ) station on Rua Gomes Freire in Lisbon, but has recently been transferred to a residence in the Greater Lisbon area, reported Lusa news agency

In addition, Jorge Campos, alderman of the Portimão municipality, Lélio Branca, administrator of the company Portimão Urbis, and Artur Curado and Luís Marreiros, administrators of Picture Portugal, are among the remaining accused released on €20,000 bail.

Carito, Campos and Branca are now banned from carrying out any public duties, contacting other suspects or leaving the country. Illegal activities carried out by the five suspects relating to municipal companies Portimão Urbis and Picture Portugal are said to be the reason behind their arrest.

The licensing of some municipal construction work, such as the Portimonense football stadium, in which Urbis avoided going to public tender, and the Cidade do Cinema project, which aimed to turn Portimão into a movie production ‘Mecca’, are among the most serious cases.

Eating the evidence

One of the most notable moments of the case occurred during a raid on Carito’s home, where the ex-deputy mayor grabbed a paper out of an investigating officer’s hand and swallowed it whole, allegedly to conceal evidence.

One of Carito’s lawyers, Sancho Carvalho Nunes, admitted at the time that the act of “swallowing the evidence” may have been a “crucial factor” in his arrest.

It is not known how long Carito will be held under house arrest.

Do I recall that Amaral bizarrely gave his address as a Lisbon Police station when he went missing from his trial?

Could this be the station? Could the custody suite have been the actual address?

I don't think so, Greenink, it was to do with a video link to the court. He didn't turn up to do his video-ing, the judge sent out a search party, and it turned out the police station knew nothing about it.

PortimaoThe opposition coalition and most of Portimão’s council employees are demanding the real reason for the Mayor's transfer of large chunks of the council's work to Portimão Urbis, itself subject to a major fraud enquiry.


“What is the grand reason which led to the transfer of powers to the Portimão Urbis? This is generating controversy between the City Hall and the local business sector.”

These are the issues that the now powerful opposition coalition have put to the mayor Manuel da Luz whose door, he claims, is always open. It seems he is not in right now as no answers have come from his lair all day.

The centrist coalition led by José Pedro Caçorino in a statement released today complimented the courage of the department heads and staff who signed yesterday’s damaging petition asking the mayor some embarrassing and clearly annoying questions about Portimão Urbis and their job prospects as many council responsibilities are shifted to the quasi-private entity.

The petition had more than 300 signatures and the knee-jerk response from the mayor was not helpful. The opposition coalition commented today that the explanations given by Mayor Manuel da Luz are not enough, arguing that “the petition reveals above all the climate of fear, insecurity and lack of information that employees of the municipality live in day-to-day, worrying about the future of their functions and the stability of their jobs, particularly taking into account the delicate financial situation that both the municipalities and the Portimao Urbis are in at the moment '.

The coalition said that "this stand taken by managers is a healthy act of citizenship and professional responsibility in the public interest, and above all is concerned with the quality of service provided by the municipality to all Portimão citizens.”


Gone are the heady days of Mayor Manuel da Luz and Gonc drinking away those balmy Portimao nights. Tick tock and all that!
