Lisbon Mayor António Costa has apologised to the President of Portugal, Aníbal Cavaco Silva, over the “unpleasant incident” on 5 October when the national flag was hoisted upside-down, an internationally recognised signal of distress.
I saw Moita Flores ranting and raving about that, Pedro. It seemed a bit OTT, to be honest.
It happens with the Union Jack all the time, and it's a bit embarrassing for the luckless flag-raiser, but it's not the end of the world.

"it's a bit embarrassing for the luckless flag-raiser, but it's not the end of the world.", but, there are much more serious internal problems in Portugal than the fact of a flag being hoisted upside down.
