Domestic violence continues to be a "serious problem" in Portugal, denouncing Amnesty International (AI), in its 50th annual report released on Thursday. Other references to Portugal concerning torture and ill-treatment and discrimination against Roma in housing rights. "In May, the government signed the Council of Europe Convention on the Prevention and Combating Violence against Women and Violence Domestic. According to the Monitoring Report of Domestic Violence of the General Directorate of Internal Affairs, August, PSP and GNR received 14,508 complaints of domestic violence in 2011. Until November 11, the NGO UMAR (Union of Women Alternative and Response) had recorded 23 deaths and 39 attempted murders as a result of domestic violence since the beginning of the year, "says the report of AI devoted to Portugal.How will the world according to Amnesty InternationalRegarding torture and ill-treatment, Amnesty International argues that there was "little accountability." Recalls the case of video released last year the use of a taser in a prison inmate in Pacos de Ferreira "without this appears to have offered resistance," and notes that the Minister of Justice in April banned the use of that electric gun in similar situations but that was pending an investigation. AI back even to the case of Leonor Cipriano, noting that the Court at Évora in 2011 confirmed that the woman convicted for the murder of her daughter Joana had been tortured while in police custody in 2004, but not was possible to identify those responsible, and that had not been compensated by the state. AI also noted that the inspector Gonçalo Amaral and António Cardoso were convicted in this case by misrepresentation, to Leonor Cipriano said they fell down the stairs, but their sentences were suspended. The latter case is referred to Virgolino Borges, who has accused three players of aggression when he was arrested in 2000. The case is in court.Finally, it is an outstanding judgment of the European Committee of Social Rights, whereby the access of Roma to housing in Portugal constitutes a breach of the rights to housing and non-discrimination.The European body considers that many Gypsies live in poor, segregated from the rest of the population, and the Government failed to provide them adequate housing. The AI in this respect resembles the process of demolition of the Tower District in London, however suspended.

A violência doméstica continua a ser «um problema grave» em Portugal, denuncia a Amnistia Internacional (AI), no seu 50º relatório anual, divulgado nesta quinta-feira. As outras referências a Portugal dizem respeito a tortura e maus-tratos, bem como a discriminação de ciganos no direito à habitação.

«Em maio, o governo assinou a Convenção do Conselho da Europa para a Prevenção e Combate à Violência contra as Mulheres e a Violência Doméstica. Segundo o Relatório de Monitorização da Violência Doméstica da Direção-Geral da Administração Interna, de agosto, a PSP e a GNR receberam 14.508 queixas de violência doméstica em 2011. Até 11 de novembro, a ONG UMAR (União de Mulheres Alternativa e Resposta) havia registado 23 mortes e 39 tentativas de homicídio como resultado de violência doméstica desde o início do ano», diz o relatório da AI dedicado a Portugal.

Como vai o mundo segundo a Amnistia Internacional

Quanto a tortura e maus tratos, a AI defende que houve «pouca responsabilização». Recorda o caso do vídeo divulgado no ano passado do uso de um taser num recluso na prisão de Paços de Ferreira «sem que este parecesse ter oferecido resistência», e nota que o ministro da Justiça proibiu em abril o uso daquela arma elétrica em situações idênticas, mas que continuava pendente um inquérito.

A AI volta ainda ao caso de Leonor Cipriano, lembrando que o Tribunal da Relação de Évora confirmou em 2011 que a mulher condenada pelo homicídio da filha Joana fora torturada enquanto estava sob custódia policial em 2004, mas não era possível identificar os responsáveis, e que ainda não tinha sido indemnizada pelo Estado. Lembra ainda a AI que os inspetores Gonçalo Amaral e António Cardoso foram condenados neste caso por falsas declarações, ao terem dito que Leonor Cipriano caiu das escadas, mas as suas penas foram suspensas. O último caso referido é o de Virgolino Borges, que acusa três agentes de agressão quando foi detido, em 2000. O caso está em tribunal.

Por fim, é destacado um acordão do Comité Europeu de Direitos Sociais, segundo o qual o acesso dos ciganos à habitação em Portugal constitui uma quebra dos direitos à habitação e à não-discriminação. O organismo europeu considera que muitos ciganos vivem em condições precárias, segregados do resto da população, e o Governo falhou em garantir-lhes habitação adequada. A AI lembra a este propósito o processo de demolição do Bairro da Torre, em Londres, entretanto suspenso

Many thanks, Max. I do not know why Gonc's fan club is still insisting that the torture was not proven.

It was, which is why it is, yet again in an Amnesty report. They needn't kid themselves this is going to go away, it's not.

They also try to sweep the Borges case under the carpet; probably because another of their idols, Tavares de Almeida, is accused of torturing him.

Two arguidos, both accused of torturing people in police stations, should never, ever been allowed anywhere near the McCann case.

Among the 1491 children who are victims of sexual abuse in 2011, 15.9% (237) were between 4 and 7 years old. Crime increased in 2011, with six more abused children than in 2010. Data are from the final evaluation report on the activities of Commissions for the Protection of Children and Youth (CPCJ), indicating that the majority of victims (43.9%) had between eight and 13 years.

Twelve Years, and The Case of Torture of Virgolino Borges has still not been tried. So someone is trying to cover up this case. How many more are there in the pipeline that serves as Portuguese Justice?
But The Forkers seem to find this type of Justice perfectly acceptable. Very strange, when in fact it is the likes of them who would be most likely to encounter those dastardly Police Station Stairs if they lived in Portugal.

What's even worse is that they try to sweep it under the carpet and deny it's happening, Sabot.

Now, these problems are, sadly, not unique to Portugal - but this business of trying to pretend these things don't happen, is. I don't know why Morais and co do it - it just makes thing look worse, not better.

I cannot imagine it taking Twelve Years to bring a Case of Torture by Law Enforcement to Court in UK, Bonny. Not these day, anyway. And it is Portugal that we are talking about, and not some other Third World Country.
Someone is eventually going to regret putting Amaral in charge of The McCann Case. It's not as though they didn't know he was going to be made an Arguido in The Cipriano Case on the very next day.

Bonny, your post just triggered something, I have been thinking.

Is Morais and co forced to do what they do. Would make a lot of sense, especially if Gonc or Cristo have a dossier on them. Which no doubt they do have.

I am sure they do, as Morais and co are very much the mouthpieces for Team Gonc. No way would Cristovao chance them going off-message.

It baffles me why Morais is still churning out propaganda; the entire normal world can see that is all it is. There has to be something in it for her, to put up with the embarrassment of repeatedly being caught lying.

Now there's a thought. Why am I still so naive? She lies in her teeth every time she puts up a post, and she must know this. So why does she do this?

There is some dreadful stuff on her blog these days, it's about as bad as Textusa.

I have to smile at the irony of the intro to her latest blog:

«There are no axes that can cut the roots of of Freedom. The Portuguese can again read the banned book.»

If she is deluded enough to think that a book of lies, written by an ex-policeman criminally convicted of lying to cover up torture, with further charges hanging over his head, is 'Freedom' - well, she has pretty low standards.

Thing is, she can't make this rabble-rousing propaganda be true, Sabot. You only have to read the online comments in the Portuguese press to see for yourself that the picture Morais and others presents simply is not true.

It's like this business of her altering news stories from the Portuguese press, and the photos, etc., that go with them.

Women gather in Lisbon to remember victims of domestic violence

Several dozen women gathered in Lisbon this past weekend to lay flowers on a memorial plaque near the Alfredo da Costa maternity unit and pinned messages to a black canvas in memory of the women who have died as a result of domestic violence.

Women gather in Lisbon to remember victims of domestic violence
Figures indicate that in Portugal over the past ten years, some 398 woman have lost their lives as a result of domestic violence; 32 have died so far this year.
This past Saturday, 1 November, women from all over Portugal and from various organisations gathered in Lisbon to remember those who have lost their lives at the hands of a supposed loved one, so their suffering has not been in vain.
In 2012 a memorial plaque was laid near the Alfredo da Costa maternity unit by the Union for Women’s Alternatives and Answers (UMAR) in memory of the women who have died in Lisbon through domestic violence.
It was there that the throng of women gathered in homage of those who have died over the past ten years.
Elisabete Brasil of UMAR said that European Statistics now show that domestic violence kills more women than road accidents, war and cancer put together.
And that is why, she said, Saturday’s action was taken: “a symbolic act marked by presence and the laying of flowers.”
She added: “It is, at heart, an appeal for participation, for awareness and change.”
Ms. Brasil said change needs to take place starting with the education among the young, because over the past decade no major changes have been noted” within the problem.
“These women cannot have died in vain, they must give us strength to demand change” reiterated Margarida Medina Martins, of the Women Against Violence association.
Maria José Bravo, of the Portuguese Association for Woman Lawyers believes domestic violence transcends society and is not contained to one particular sector.
And, she stressed, domestic violence is a public crime and anyone who knows of such cases should report them.

The population of Portugal is approx 10 million and that of the UK approx. 60 million, so the UK is six times as big.

32 is approximately 3 per month. The average number of women killed in domestic violence incidents in the UK is 7 per month.

An average year in the UK at current rates would mean around 84 women killed whereas in Portugal it would be 36. Multiply that by 6 though and the death rate would far exceed that of the UK with over 210 deaths per year compared to our 84.

Thank you, Greenink - a bit different from the picture of the earthly paradise painted by Morais and co? If you read CdM regularly, some truly horrific crimes are committed against women, children and the elderly in Portugal - bad even by UK standards.

And I doubt if their lax approach to drug use, and ridiculously light penalties for heinous crimes, helps much - even when their justice system is working.
