Saw that Pedro.  How frustrating that must have been.

it must be very frustrating, but since the world is what we know, I agree with "a letter of consent".

To be honest, Pedro, I think that the person who processed the ticket was also to blame.  There is usually the question asked whether that person is an adult.

about: "I think that the person who processed the ticket was also to blame.", with all do respect my friend, but, I disagree with you, because the person who processed the ticket was following the procedures established under Portuguese Law, these procedures are established to protect minors or people of her age.

Well, the person writing the plane ticket should not have issued it then.  

My children have sometimes flown unaccompanied.  The ticketing agents asks if they are adults etc. However, I have never let them go without proper documentation and alerting the airlines that they need help etc. 

I think that both the parent(s) and the ticketing agent are to blame.  IMO
