You get the same treatment if your pooch messes on the pavement and you don't scoop it up immediately. Areas are provided for owners to exercise their dogs in and scoops, gloves, polybags and paper are provided free. When I was a kid, a dog who wasn't wearing a muzzle could be shot on the spot, now it's a march down etc. Rabies was rife before WW1 so laws made it a crime not to muzzle a dog. LL
