In a letter to prison authorities, he said his cell was poorly decorated and had no view. He also complained that his coffee was served cold, he did not have enough butter for his bread, and he was not allowed moisturiser.

I have been waiting for this - I have relatives in Norway and they emailed me as soon as the had the details. Considering he ended the lives of 77 innocent people, many of whom were teenagers I wonder how he dares the scream his 'Human Rights' are being violated. Had he been sentenced in Austria, the UK and most other countries he would have got death, a life sentence without remission and probably incarceration in a place like Broadmoor. Ah, but you are thinking like a normal person, LL!
IMO, to Breivik, the very fact that he got such a ridiculously light sentence will only increase his contempt for the Norwegian state. He will also use every loophole possible to keep his name in the media - and he's succeeding, isn't he?
It's a great pity he wasn't shot dead at the time; it would have saved a great deal of money - and also silenced him for good.

Norway violated laws banning inhuman and degrading treatment in its imprisonment of mass killer Anders Behring Breivik, a court has ruled.
The decision gave a right-wing extremist a partial victory after he sued the state over his prison conditions since he was jailed for killing 77 people in a 2011 massacre.
The ruling also said Norway had not violated Breivik's right to a private and family life - but ordered the state to pay his £28,000 (331,000NOK) legal bill.

It's a perfect demonstration of why he despised the government, actually. If Breivik was in charge and faced with someone like himself, he'd just have the b*gger shot - or imprisoned somewhere remote, for life.
Unfortunately, he knows the Norwegian government will be politically correct even if it kills them, so will carry on exploiting every loophole he can find.
