It isn't at all unusual for children believed to have been taken outside UK jurisdiction illegally to be protected in this way. It means that, wherever in the world they are found, they are UNDER THE PROTECTION OF THE CROWN.

And once found, taken to the nearest British Consulate/Embassy and put on the first British Airways flight back home to the UK and their families, if that is preferred to getting their families to fly out.
