Refugees arriving in Europe should be detained for up to 18 months in holding centres across the EU while they are screened for security and terrorism risks, the president of the European council has said.
Donald Tusk also put himself strongly at odds with Europe’s most powerful politician, Angela Merkel, by declaring that there was no majority among European governments for a binding quotas system to share refugees between them. The mandatory refugee-sharing regime is the German chancellor’s chief policy for dealing with the migration crisis, not least since about 1 million are expected to enter Germany this year.
In a lengthy interview with the Guardian and five other European newspapers, Tusk, the former Polish prime minister, described Merkel’s open-door policy on refugees as “dangerous” and derided data claiming that Syrian-war refugees made up a majority of those trying to get to Europe. Public confidence in governments’ ability to tackle the immigration crisis would only be restored by a stringent new system of controls on the EU’s external borders, he said.
Tusk’s remarks contradicted Berlin’s stance and also the asylum policies being drafted across the street from his Brussel’s office in the European commission.

In a reference to Merkel’s comment on the migration crisis, Tusk said “some” European leaders “said that this wave of migrants is too big to stop. I’m absolutely sure that we have to say that this wave of migrants is too big not to stop them. But this change of approach must be a common effort. It’s not about one leader.
“I think that what we can expect from our leaders today is to change this mindset, this opinion, [which is] for me one of the most dangerous in this time.”

A suspected ringleader of the deadly Paris attacks travelled to Hungary where he 'recruited a team' from unregistered migrants passing through the country, government officials say.
Salah Abdeslam, who remains on the run from European authorities, is believed to have visited Budapest's Keleti station, then left the country with the team he pulled together.
The development comes as evidence grows that ISIS jihadis are passing through Greece and the Balkans hidden among refugees fleeing the Syrian conflict.
Janos Lazar, the chief of staff to Hungary's prime minister, told reporters: 'I can confirm that one of the main organisers of the Paris terror attacks was in Budapest.'
Although he refused to name the man, or say if those he recruited in Hungary had participated in the Paris attacks, a government source later confirmed the recruiter in question was Abdeslam.
Mr Lazar also stated the migrants he was recruiting had refused to register with Hungarian authorities.
French sources revealed a car rented by Abdeslam was known to have been in Hungary on September 17.
The issue of Europe's external border security has come under intense scrutiny in the weeks following the Paris attacks after it was revealed several attackers reached the continent via Greece

The Latest: Finland tightens immigration policies
Finland has announced stricter immigration policies to stem an influx of migrants, including opening repatriation centers for the quick expulsion of those denied asylum, tightening conditions for family unification and cutting benefits for refugees.
The Interior Ministry says seemingly unwarranted asylum applications will be fast tracked and applicants returned quickly, including those arriving across the border from Russia, which Finnish officials have declared a safe country. Age tests will be conducted on asylum-seekers suspected of not being minors, and those using false documents will be liable for punishment.
The measures follow a similar tightening of policies in neighboring Sweden and Norway. A record 30,000 asylum-seekers have arrived in Finland so far this year, up tenfold from 2014.

Hungary’s secret service and counter-terrorism unit (TEK) were called to the British International School in Óbuda after the school received a bomb threat. A suspect was reportedly charged in the incident, according to online daily HVG. Other reliable news sources reported that authorities stormed the building with sniffer dogs and bomb experts.
The problem is now, that even if it turns out to be some idiot messing about, the authorities simply cannot afford to take the chance.
Everyone is only too aware that its just a matter of time till the next atrocity.

The 18-page report, circulated to law enforcement agencies across the nation, warns that a certain batch of Syrian passports – those issued since June 2014 from two regions under the Islamic State control, Deir- ez-Zour and Raqqa – are likely to be phonies, based on the fact one was bought on the black market in Turkey.
“The person who was issued the passport did not have to travel to Deir- ez-Zour to obtain it,” the report states. “Therefore, it is believed that passport issuance code 014 pertains to Deir- ez-Zour.”

The right-wing march faced large-scale opposition as about a dozen counter-protests organized by different movements and leftist groups were staged in the city, Der Spiegel reports citing local authorities. Thousands of demonstrators joined the counter protests, according to police sources.
Police mobilized about 800 officers to keep control of the situation.
Law enforcers managed to separate the right-wing march and the counter protests, although “massive clashes” broke out between police and the counter protesters.
“Some protesters from a group of about 1,000 people attacked police officers deployed to the scene [in the southern part of the city],”police officials said in a twitter post.
Masked men who took part in the counter protests threw stones, bottles and pyrotechnics at police officers forcing them to respond with tear gas, smoke grenades and water cannons, Der Spiegel reports.
Some counter protesters erected barricades on a number of streets and attempted a sit-down demo. Police cleared the protesters after they failed to comply with requests to quit the scene.
Several people were arrested in the incident, including a priest and anti-fascist activist Lothar König, Der Spiegel reports.
A DPA photographer on the scene said the protesters demolished a bus stop and broke shop windows.
Several people have been arrested, Die Welt newspaper said.
The protesters erected barricades on several streets and set them on fire, Der Spiegel newspaper reported, adding that demonstrators also overturned glass containers.
Earlier on Saturday, an unknown person or people had started fires in these locations. However, no connection between this incident and the rallies has been established yet.
Police said there is a "threatening atmosphere," and a "strong potential for violence" in the city of about 550,000 residents.
It seems to have been the pro-migrant lot that started the fight.
