Two inspectors PJ convicted of torture
Lawyer shows the victim was relieved by the end of a process that has dragged on for 13 years. "From what I understand, it is the first time that such a process leads to the conviction of persons in concrete," says the Express.


Two chief inspectors of the PJ were sentenced today to prison terms of two and a half years, suspended upon payment of a fine in that monthly period, for having tortured a man DCCB's premises in March 2000. Another element of PJ was acquitted.

In a judgment with about 40 pages, the Lisbon Criminal Court sentenced the two chief inspectors of the Judicial Police to pay each month, each, the sum of 80 euros for a fund that will ultimately accrue to the victim, Virgolino Borges, who was assistant in the process. The decision was known in 3. ª stick, by 14h30.

Jerónimo Martins, lawyer Virgolino Borges, was relieved by the end of a process that has dragged on for 13 years. "From what I understand, it is the first time that such a process leads to the conviction of persons in concrete," he told Express.

The three inspectors - Diamond José dos Santos, Vitor Tavares de Almeida and Antonio Alves da Cunha, were part of the same brigade of the then Central Directorate for Combating Gangsterism (DCCB). In March 2000, Virgolino Borges was taken to the PJ on suspicion of theft (a process that eventually involved). On days 2 and 3, he complained, was beaten repeatedly with a board and punched in the feet by PJ inspectors.

In a first phase investigation, the prosecutor eventually dismiss the case. At that time, consisted Virgolino assistant and requested the opening statement - which culminated in the indictment of three police for the crime of torture, criminal whose frame varies between one and five years in prison.

Does the torturers (after already tried and convicted can be officially called so) they will remain in PJ?? Does PJ admits in his paintings of people convicted of one of the most repulsive crimes that can be committed??? Not even know that conception of justice considers torture as a crime to condemn with 2 years in prison and how it is possible to suspend the sentence. For me is the level of murder, rape and should have a penalty of imprisonment of dozens of years in prison. ....... The police and they are at an advantage only aggravates the action. I get the feeling that we are extremely poorly located on the globe ... Indeed Portugal is not a country worthy of belonging to Europe. And the rest is conversation .... I can't believe that they are still serving PJ Officers. And the first to be convicted of actual Torture. We all know that this has happened before, and so do The PJ.
Such a pity that a little girl had to be so badly served to achieve this. And believe me, the appalling treatment of Madeleine and The McCanns has brought this about.

Can you imagine how human rights workers in Portugal must have felt all this time, Sabot? This isn't the sort of ridiculous Yuman Rite case that happens in the UK, it's about as serious as it gets.

There does now, finally, seem to be a will in Portugal, and the PJ, to clean house, but everything seems to take forever to happen. I don't see him lasting in the PJ, I predict he will 'retire' in a few months, and be stripped of his pension, as with Gonc and Cristovao, later on.

Something has to be done, Bonny. This sort of carry on was inherent in Portuguese Justice, and not just some occasional rogue cop. They actually worked in groups, sending PJ Officers down from Lisbon to beat up Leonor Cipriano, and probably her brother as well. Who would have known or said anything about that if it hadn't been for Madeleine?
And you can't even trust some of The Judges.
No wonder half of the population lived in fear. And no wonder the likes of Morais worked so hard to implicate The McCanns.
I doubt that it will happen again in a hurry, but these people have to be called to account.

In February, a video showing prison guards using a dart-firing stun gun against an inmate in Paços de Ferreira prison in September 2010, allegedly to force him to clean his cell, was broadcast on the internet. Gonçalo de Sousa Amaral and António Fernandes Nuno Cardoso, senior officials in the judicial police, had been sentenced to 18 months’ and 27 months’ imprisonment respectively, for falsely claiming Leonor Cipriano had fallen down the stairs. However, both sentences were suspended on the grounds that the officers had no previous criminal convictions.

Hearings in the trial of three police officers, accused of torturing Virgolino Borges while in police custody in March 2000, took place in November and December. Virgolino Borges was asked to give his testimony again as the recording had allegedly been lost due to technical problems.

So far, I have not seen, even a PJ's position on the matter. seems that for that institution, torture is a minor issue . Admittedly, the court also sentenced them to probation , which, given the fact that they charge and chief inspectors, with a more than reasonable knowledge of the law and the rights of others, seems nice (to say otherwise) .
