I seem to recall we decided it must be a bad translation, and mean he was meddling in other people's private lives via computer, but the second report says:

Google is not your friend in this instance. It gives a false impression of the meaning of the phrase.
"Devassa de Vida Privada" is the title of Article 192 of the PT Penal Code. It refers to "Invasion of Privacy". In this case of Cristovao it is invasion of privacy "através de meios informáticos" (through computerised means).
Artigo 192.º - Devassa da vida privada
1 - Quem, sem consentimento e com intenção de devassar a vida privada das pessoas, designadamente a intimidade da vida familiar ou sexual:
a) Interceptar, gravar, registar, utilizar, transmitir ou divulgar conversa ou comunicação telefónica;
b) Captar, fotografar, filmar, registar ou divulgar imagem das pessoas ou de objectos ou espaços íntimos;
c) Observar ou escutar às ocultas pessoas que se encontrem em lugar privado; ou
d) Divulgar factos relativos à vida privada ou a doença grave de outra pessoa;
é punido com pena de prisão até 1 ano ou com pena de multa até 240 dias.

Aha! There is a suggestion in CdM that the decision was finally announced via the Official Gazette because the PJ couldn't find Cristovao....maybe he's run off with Gonc?

It sounds rather as if the PJ, and other legal authorities in Portugal, KNOW that Cristovao was involved (with the other officers) in the torture of Leonor Cipriano, but cannot currently prove it, hence their going after him and the other officers by this route - a bit like O.J and the civil courts?

In the press reported was the suspicion that Paulo Pereira Cristovao has designed a "trap" the assistant referee, making slanderous denunciation qualified.

It sounds rather as if the PJ, and other legal authorities in Portugal, KNOW that Cristovao was involved (with the other officers) in the torture of Leonor Cipriano, but cannot currently prove it, hence their going after him and the other officers by this route - a bit like O.J and the civil courts?

The PJ will know where Cristovao and the others were at the time of the Torture of Leonor Cipriano, and whether or not they should have been there. And if they should not have been there then it follows that they were up to no good.
Probably it was not possible to prove it in Court because no one who witnessed the torture is actually telling, but there will be the equivalent of "Probable Cause" . even if Cristovao was only aware of what was going on. There is no way in which that poor woman was beaten for several hours without everyone in that Police Station at the time, being aware of what was being done to her.
120 Days Suspension seems very paltry to me, so I can only suppose that The PJ have limited proof of Cristovao's involvement. But they must have some proof.

And I also believe that they will all wind up in jail. "First Offence" won't work next time, and some of them have since been charged with further Offences, all of them serious.
