Just my own opinion, LL, but this business of having to get a minimum percentage of the voters' roll is a bad, bad system - remember when similar was imposed on a vote back in the 70s on Scottish matters?
It really does let dead people vote, and is wide open to abuse. A fixed percentage of the actual votes, fair enough, but not of the voters roll.
IMO, turnout shouldn't be taken into consideration - if you can't be arsed going to the polling station, then why should anyone listen to you?

Orbán announces constitutional amendment proposal after invalid quota referendum

A massive majority of voters rejected European Union migrant quotas in Sunday’s referendum. As polls closed turnout was only 40%, well below the 50%-plus-one vote required for the vote to be valid. Prime Minister Viktor Orbán, announcing that he would submit a constitutional amendment proposal to Parliament with a view to cementing “the will of the people in the constitution”, hailed the result of Hungary’s referendum on European migrant quotas as “outstanding”, noting that the number of votes cast for the “no” side had exceeded the number of votes cast in favour of Hungary joining the EU in 2004. Turnout was 15% higher than in the last European parliamentary election in 2014, he added.
Orbán insisted the referendum outcome must be enforced in Brussels. “The question is simple,” Orbán said. “Can Brussels, the democratic community of European states, force its will onto a member state in which more than 90% of participating voters reject that will?” He vowed to do everything to make sure that this would not happen. “The weapon will be strong enough in Brussels.”

Might have been a good idea to attend to that small detail before the referendum, but hey ho! He got such an overwhelming result, I suspect he can afford to ignore that clause.
Apart from anything else, if the result isn't respected, then the Orban supporters, rightly or wrongly, will regard it as just more EU chicanery.

Hungary fears BRUSSELS BACKLASH after 98% vote to reject migrant quotas

I am sure Hungary will come through, LL - they have faced down far, far worse people than Merkel and co. And if the EU does try to 'punish' Hungary, the EU will be playing into Orban's hands, IMO.
Too many EU leaders seem to have forgotten it was supposed to be a friendly trading bloc.

The threats are from Juncker and his bully boys. But as far as I can remember from my reading many years ago of the various treaties etc there is only one way a country can be expelled from the EU and that is if it declares war on another member state. LL

Hungary gov't likely to keep migration key issue
BELGRADE, Serbia (AP) — Hungary's prime minister is expected to keep migration as a key issue on his agenda after low turnout invalidated a referendum against EU refugee quotas but showed nearly unanimous support for the government position among its supporters.
Analysts said Monday that Prime Minister Viktor Orban and his Fidesz party will use their voters' aversion to migrants to distract from unpleasant matters like corruption and difficulties in the health sector.
Support in the referendum for Orban's opposition to future EU schemes to relocate asylum seekers within the bloc exceeded 98 percent, but only 40.4 percent of eligible voters cast valid ballots, far below the 50 percent-plus-one-vote threshold.
Hungary is also suing the EU to avoid taking in 1,294 asylum seekers from the 160,000 sought to be relocated from Greece and Italy.
A spokesman for the European Union's executive arm agrees with Hungary's electoral commission that a weekend referendum on EU migrant quotas was invalid due to insufficient voter turnout.
European Commission spokeswoman Margaritis Schinas said Monday that because than less than the required 50 percent of voters took part in referendum on Sunday, the vote was "declared legally void by the Hungarian electoral commission."
Hungary has staunchly opposed a Commission scheme to redistribute 160,000 refugees from overwhelmed Greece and Italy among other EU member countries.
Most of the 43 percent of voters who did cast ballots Sunday supported Budapest's opposition to future, mandatory EU moves to relocate asylum-seekers.
Schinas said: "We respect the democratic will of the Hungarian people, both of those who voted and of those who did not."

Romania beefs up border control to discourage migrants
BEBA VECHE, Romania (AP) — While Hungary has erected razor-wire fences on its borders to try to keep out migrants, Romania is relying on manpower backed by technology for border control in a region stretching from Calafat in the southwest to further north in Beba Veche.
Border guards told The Associated Press this month they are using helicopters and boat patrols on the Danube River, heat-sensitive equipment, cameras on watch towers and devices used to detect heartbeats under trucks.
